Abstract

This chapter seeks to explain Germany’s emerging role within CFSP through an analysis of how German governments have outlined a narrative of responsibility in security and defence policy and how this has shaped Germany’s involvement in CFSP. The development of the narrative of responsibility encapsulates Germany’s conception of its involvement in the CFSP and helps explain the uneven and contested nature of German economic hegemony in Europe and the enduring pattern of cooperation and conflict which have defined the development of CFSP.
