An evaluation of the National Preventive Mechanism of Serbia on behalf of NPM Observatory

NPM Observatory (NPM Obs) is a new French based associations that aims to support the development of National Preventive Mechanisms established under the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. The 'observation' of the NPM of Serbia was the first undertaken by NPM Obs and was based on desk based research and two shadowing vists in 2017 and 2018.

The report provides a detailed assessment of the NPM of Serbia and considers how its methodology, status as part of the office of the Protector of Citizens of the Republic of Serbia, and other political and cultural presures affects its ability to prevet torture and ill-treatment
