Dr Thomas Stubbs

Personal profile

I am a Senior Lecturer in International Relations at Royal Holloway, University of London, and a Research Associate in Political Economy at the Centre for Business Research, University of Cambridge.

My research focuses on the activities of international financial institutions. I am also the curator of IMF Monitor, a data hub used by civil society and policymakers to track activities of the International Monetary Fund.

My research has been funded by Cambridge Political Economy Society TrustCambridge Commonwealth Trust, Economic and Social Research Council, and Nga Pae o te MaramatangaMy publications have appeared in leading academic journals, including American Journal of SociologyProceedings of the National Academy of SciencesReview of International Political EconomyReview of International Organizations​, Social Science & Medicine, and World Development.

​I am currently pursuing the following research questions:

  • How do policy conditions attached to International Monetary Fund loans affect poverty, inequality, and health outcomes?
  • What is the response of international financial institutions to the Covid-19 pandemic and how is it impacting development policy and outcomes?
  • How does technical assistance delivered by international financial institutions spread policy norms to domestic policymakers?
  • Why does effective social policy emerge in some East African countries but not others and what insights can political economy analysis offer?
