Strategic Internationalisation of African Firms: Legitimacy, Risk Mitigation, and Regional Expansion: Market Entry, Exit & Reputational Risk

Research output: Chapter in Book/Report/Conference proceeding › Conference contribution

Abstract

This article examines how African multinational enterprises (AFMNEs) construct and sustain organisational legitimacy while operating across institutionally diverse and often fragmented environments. Drawing on legitimacy theory and institutional perspectives, the study explores how firms navigate institutional voids where formal state authority alone is insufficient to secure a social license to operate. Using a qualitative multiple case study design, the research analyses five leading AFMNEs, Dangote Group, MTN Group, Shoprite, Bidco Africa, and Econet Wireless (Zimbabwe), selected for their extensive regional expansion and documented engagement with regulatory, social, and political challenges across African markets. Data are derived from corporate disclosures, firm communications, media reports, and institutional datasets, supported by systematic web-based data collection and triangulated analysis.

Findings reveal that AFMNEs employ multi-level legitimacy strategies combining formal regulatory compliance with relational engagement involving traditional authorities, community leaders, and local networks. These strategies enable firms to compensate for weak formal institutions by cultivating normative and cultural legitimacy alongside pragmatic legitimacy derived from economic performance. The study demonstrates that legitimacy in African contexts is co-produced through interactions between firms, states, and societal actors rather than granted solely through legal authorisation. The article contributes to international business scholarship by extending legitimacy theory beyond state centric assumptions and highlighting relational political capital as a critical mechanism of multinational adaptation in emerging markets. Policy and managerial implications emphasise the importance of locally embedded governance strategies for sustainable cross border operations.
