Abstract
This chapter introduces "Local Government and the Territorial Constitution", situating local governance at the heart of contemporary constitutional debates in the United Kingdom. It argues that systemic failures in local government—manifested in financial distress, service delivery challenges, and accountability gaps—are not caused by local devolution but by entrenched structural weaknesses, inadequate resources, and fragmented oversight frameworks. Drawing on interdisciplinary perspectives from law, politics, economics, and social policy, the chapter outlines how constitutional arrangements, fiscal constraints, and managerial capacity shape local governance outcomes. It contextualises these issues within recent reforms, including the English Devolution White Paper, audit strategies, and funding reviews, and sets out the book’s structure across four thematic parts: constitutional and financial foundations, local powers in practice, accountability and governance, and perspectives from devolved nations. The chapter underscores the need for a holistic approach to local government reform that combines constitutional clarity, sustainable investment, and robust accountability mechanisms to achieve democratic responsiveness and social justice.
