British Prime Minister Rishi Sunak’s plan to curb the flow of illegal migrants focuses on border security and rapid repatriation. It targets ethnic Albanians who comprised one-third of the 40,000 people who have made the perilous journey across the Channel this year. Dealing with the migrant crisis, however, requires more than a security strategy. Measures are needed to improve conditions in countries where Albanians reside to disincentivize their flight. More democracy and greater minority rights would address the root causes of Britain’s migration crisis. Minority rights have a long history under international law, beginning with the Treaty of Westphalia in 1648. However, the full array of minority rights has not been aggregated into a single international treaty but are scattered across various UN and regional instruments as well as national constitutions.
